Description

This 8 hour course is designed to familiarize public works professionals with risk assessment techniques common to examining vulnerability of wastewater treatment and water distribution facilities to the emerging threat of terrorism using weapons of mass destruction (WMDs). This system examines

chlorine as a potential weapon and examines the introduction of radionuclides, pathogenic organisms or toxins into water distribution systems for the purpose of harming the public’s health.

Audience

Employees of water distribution and wastewater treatment systems, their management, municipal management, including first responders and risk managers

Course Objectives

Upon completion of this course, students will understand:

• The vulnerability of water distribution and wastewater treatment
   systems to terrorist threat
• How various WMDs can be utilized against these facilities and
   systems
• How to conduct a risk assessment to identify vulnerabilities
• What solutions exist for correcting vulnerabilities
• What resources are available

Course Topics

Chlorine and other chemicals as a WMD (1 hour)
EPA Risk Management Programs (.5 hour)
Biologic and human pathogenic organisms (.5 hour)
Radionuclides and radioactive materials (.5 hour)
Vulnerability and risk assessment techniques (2 hours)
Field exercise – conducting a risk assessment (2 hours)
After action review of the field exercise (.5 hour)
Review of resources available/mergency planning (1 hour)
